Honoured to be asked by the First Minister to speak at the Senedd recently at the unveiling of the bust of my distinguished predecessor Jim Griffiths MP who represented Llanelli from 1936 to 1970.

As Minister for National Insurance in the 1945 Labour Government, he introduced family allowances, the National Insurance Act, the National Assistance Act and the Industrial Inuries Act, thus creating the modern welfare state, 

He also paved the way for devolution, becoming the first ever Secretary of State for Wales in 1964.
